At first, you need

. Buy it at the Flea Market or find it in jackets or dead scavs.
Then go to the Customs factory area, which is opposite to the dormitories.
Find a bunkhouse, which stands on a blue container, open it with a key, go in, and pick up a folder on the table.
Then extract from location and pass the folder to Prapor.
Gaining access to the closed room at the Factory is not necessary; it is mentioned in the quest because the key you need spawns there, but with a very small chance.

Dialogue before the quest start
Good day to you, warrior. Step inside. There’s a job to do if you’re interested. Need to find one piece of crap, and I’m at my wits’ end how. Briefly - one of the foremen who worked on that f*cking Polikim has just in time laid his hands on some pretty important documents. You know, of course, how hard is everyone still gunning for any evidence on TerraGroup and its associates? Exactly. But the folks who tried to get the info out of that foreman happened to be more edgy than smart. The dude’s ticker stopped ticking before his tongue started wagging. Can you imagine? What dimwits! How do you do business with the likes of them? Okay, back to the point. So he grabbed the docs and stashed them somewhere. Asked around a bit, those who worked with him before. In general, chances don’t look too good, but who knows how lucky you can get? In a word, that foreman worked in the chemo shop. The sh*tmost sh*t, see. And somewhere on the Customs premises he and his homies had their bunkhouses. Eating there, chilling, most certainly inviting girl over, well, you get it. I figure it’s holed up there somewhere, most likely. If it’s not there, then we won’t find crap at all. So, I want you to search the shacks on Customs and bring me these documents. I think it's best to search for the locked ones.

The Portable bunkhouse key is required for this quest. It has a dedicated spawn on the floor under a jacket in the locked room (Factory emergency exit key required) next to the office on Factory.
For me, this game is about surviving. It is about taking what ever gun you have, buying low level ammo, and trying to do your best to not get killed and extract. I know, once others are high lvl and have access to top tier gear, it becomes impossible to play against those chads.

Specifically, the unknown key opens a small portable cabin located in the middle of the trainyard area. This is a fairly open area where scavs roam around and players can see you from many locations, so make sure to approach carefully and try to clear every angle.
To complete the Extortionist, visit the Customs map and pick up the unknown key from the dead scav near RUAF Roadblock. Then, use the key to open a cabin in the trainyard, pick up the item from within the cabin, and extract.
The Machinery key is required to access the Bronze pocket watch. So if you do not have one, head to room 205 located on the second floor of the three-story dorms building in the south.
Its main purpose is as a bartering item for specific vendors across the market. You'll often find yourself selling them to players on the online market, or making an easy 6,930₽ by selling it to the therapist vendor.
A Dorm room 206 key is required to enter it. The key can be found on Scavs, as well as be bartered at Therapist LL1 for 7 Piles of meds. Once you have obtained the key, head to the second floor of the two-story dorms. After unlocking the door you just need to walk into the room to complete the objective.
